OTTAWA RESIDENTIAL SERVICES, INC.
Ottawa Residential Services, Inc. (ORSI) exists to provide affordable and accessible community housing options for all persons receiving services from the Ottawa County Board of Developmental Disabilities in Ottawa County, Ohio.
ORSI currently owns and manages 36 rental units throughout Ottawa County, including Rose Acre Manor, a fully accessible HUD 811 property.
It is our plan to provide Ottawa County with an ever-expanding range of housing options, to meet the evolving needs of all county residents with developmental disabilities.

ORSI is a non-profit housing corporation that acquires and manages housing for persons with disabilities who need quality, affordable and accessible housing. We have evolved from a provider of group homes and residential staffing services to a developer and manager of affordable housing solutions for all residents with developmental disabilities in Ottawa County.

OUR GOALS
To provide Ottawa County residents receiving services through the Ottawa County Board of Developmental Disabilities who need housing will have access to it. ORSI will provide multiple housing options throughout Ottawa County to assure residents using their services have choices.
- ORSI will continue to provide excellent customer service to their tenants, applicants, and community partners.
- ORSI will continue to be a valued partner both locally and state-wide within the non-profit housing corporation industry.
- ORSI will be financially sound. We will pursue revenue sources based on industry practices.
- ORSI will focus on the long-term health of the organization. We will design and implement practices that will secure our organization’s viability.
OCHA
OTTAWA COUNTY HOUSING AUTHORITY
The Ottawa County Housing Authority (OCHA) was established in 2005 with its mission being that all Ottawa County residents have access to safe, secure, and affordable housing. Since its inception, the OCHA has partnered with ORSI to accomplish this mission on their behalf. It has been a long-term goal of the OCHA to establish the HUD supported Housing Choice Voucher Program in Ottawa County.
To accomplish this, ORSI partnered with the Sandusky Metropolitan Housing Authority in Sandusky County to allow Ottawa County residents, to have access to their Housing Choice Voucher Program. ORSI serves as an application site for the Housing Choice Voucher Program when the Waiting List is open.
